Vote on a request to accept an $11,250 Community Reinvestment Grant from Cardinal Innovations
Abstract
Action Requested: Vote to approve the acceptance of a $11,250 grant from Cardinal Innovations Healthcare to make renovations to the county-owned facility in Siler City that will allow Daymark Recovery to expand its mental health and substance abuse treatment services.
Introduction & Background:
In the spring of 2018, Cardinal Innovations announced a competitive grant for the 20 counties in its service area, with a focus on one-time funding projects that enhance the provision of mental health and substance abuse. Chatham County submitted a grant application to help our primary mental health and substance abuse treatment provider, Daymark Recovery, to expand its services. They currently use space in what is called the old Health Clinic in Siler City, but share that building with several other agencies. It is currently is operating in very crowded conditions and also has some patient privacy challenges.
Discussion & Analysis:
This grant project will expand Daymark into space formerly used by the Sheriff’s Office and court-related services, which are relocating after July 1, 2018. The expanded space will be renovated to create group session space and additional offices that will support school-based services and additional substance abuse therapy. It is critical to expand this space to enhance Daymark’s financial and operational viability. In the past, Chatham County has had major issues keeping a primary mental health/substance abuse treatment provider in the county. Daymark has only been operating in Chatham since July 1, 2017 and already has gotten positive reviews from many different groups that refer clients. We are impressed with its management and staff capabilities.
In June 2018, we learned that our grant proposal was successful and that Cardinal Innovations would fully fund our request for $11,250 to renovate expanded space for Daymark. See attached check and signed Memorandum of Understanding.
How does this relate to the Comprehensive Plan?
This directly relates to Goal 10: Foster a health community. Recommendation 4, Policy 8 targets awareness of and availability of mental health and substance abuse treatment services for all, regardless of income. Strategy 8.3 states: Help create and promote a sustainable “safety-net provider that serves all ages effectively.
Budgetary Impact: $11,250 to be added to the General Fund for clinic renovations
Recommendation: Vote to accept the grant of $11,250 from Cardinal Innovations.
