A presentation of the Comprehensive Plan Phase 1 report by project consulting firm, LandDesign.
Introduction & Background:
As part of the Comprehensive Plan process, project consultants LandDesign have completed Phase 1 of the two-phase project. The team will present the findings of the initial project phase, including any recommended scope changes discovered during the Phase 1 Strategic Planning effort.
Discussion & Analysis:
Phase 1 of the Comprehensive Plan was conducted as in initial assessment of the community, plans, policies, and relevant data. This initial Phase began in January 2016 and concludes with a report to the Board of Commissioners containing the following deliverables:
Data Inventory and Basemaps- An extensive inventory of data was collected to evaluate the county and assist in the creation of county basemaps.
Overview of Relevant Plans, Policies and Studies- A review of existing plans and policies was conducted to gain a better understanding of key issues and needs in the community.
Stakeholder Meeting Notes- The consultants conducted topic-oriented stakeholder meetings with key technical staff, Advisory Board members, and municipal representatives. These meetings were held to discover community priorities and discuss key issues.
Public Engagement Plan- LandDesign worked along with the county to develop a customized strategy of several public involvement options to engage the community for input during the comprehensive planning process.
Comprehensive Plan Scope- The Phase 1 report includes a detailed scope prepared by LandDeisgn that reflects the initial project scope and findings from Phase 1.
The intention of this phase of the plan is to identify issues and opportunities, noting community topics that should be emphasized in the remainder of the process. As a result, the consultants are recommending the scope of the project be amended to incorporate the findings of Phase 1.
Recommendation:
Receive Phase 1 report and approve the Comprehensive Plan project scope as amended.
