Abstract

Action Requested: Vote on a request to approve competitive bid exemption and sole source for DLX Enterprises, LLC dba Deployed Logix in the amount of $79,589.60 for three (3) ASAP-18 rapid tent shelter systems.

 

Introduction & Background: Emergency Management maintains tents and portable shelters to support a variety of operations.  Our current shelters have reached their end of life and are no longer reliable.  And at the request of our community partners, we are also transitioning any planned monitoring/decontamination operations outside of their buildings to limit post-incident remediation.  Emergency Management staff has researched shelter systems that (1) are portable and easy to deploy, (2) are flexible to be used for a variety of operations, and (3) are compatible with shelter systems already in use throughout the region. Lee County, Moore County, and Harnett County use the DLX series of shelters. Most of our Healthcare Coalitions have transitioned to the DLX shelters also.  North Carolina General Statute 143-129(e)(6) authorizes local governments to purchase without bidding when standardization is the overriding consideration and price competition for a product is not available. The shelter system is manufactured and sold by Deployed Logix.

                     

Discussion & Analysis: The DLX ASAP-18 series of shelter systems is used by North Carolina Emergency Management and several local agencies in North Carolina.  By utilizing the same series of shelter system, Chatham County ensures the shelters are compatible with cooperating jurisdictions and incoming mutual aid.

After researching systems and reaching out to others who utilize the DLX ASAP series of shelters, Emergency Management determined Deployed Logix meet the local need.  Emergency Management was awarded a North Carolina Capabilities Building Competitive Grant (NC CBCG) for the purchase of three (3) entire shelter kits, which includes the shelter, lighting, and portable air conditioner.

 

How does this relate to the Comprehensive Plan: Relates to Goal #8: Become more resilient by mitigating, responding, and adapting to emerging threats.

 

Budgetary Impact: Contract will be fully funded with NC CBCG grant funds.

                     

Recommendation/Motion: Vote on a request to approve competitive bid exemption and sole source for DLX Enterprises, LLC dba Deployed Logix in the amount of $79,589.60 for three (3) ASAP-18 rapid tent shelter systems.
