Abstract
Action Requested: Motion to adopt the proposed EMS Base Project Ordinance, Animal Shelter Expansion and Renovation Project Ordinance, Emergency Communications Radio System Upgrade Project Ordinance, and Athletic Field Lighting at Northeast District Park Project Ordinance.
Introduction & Background: Section 13.2 of Chapter 159 of the General Statutes of North Carolina states that a project ordinance shall be adopted by the governing board for all capital projects.
Discussion & Analysis: Attached is a proposed new project ordinance for the EMS Base Project Ordinance, Animal Shelter Expansion and Renovation Project Ordinance, Emergency Communications Radio System Upgrade Project Ordinance, and Athletic Field Lighting at Northeast District Park Project Ordinance. All project ordinances reflect the total estimates presented in the FY2024-2030 Approved Capital Improvements Program.
Budgetary Impact: The budget for the EMS Base Project totals $2,104,360 and will be funded from general capital reserve. The Animal Shelter Expansion and Renovation Project totals $6,382,496 and will be funded from general capital reserve. The Radio System Upgrade Project totals $19,965,236 and will be funded from a mix of debt issuance and general capital reserve. The Athletic Field Lighting at Northeast Park Project totals $213,292 and will be funded from general capital reserve.
