Abstract
Introduction & Background: The Chatham County Tax Department would like to purchase Just Appraised software to allow direct integration between Register of Deeds and the tax CAMA (computer aided mass appraisal) software. Just Appraised filters out documents that do not need to be reviewed by staff, saving time and unnecessary printing. Just Appraised matches deeds to lot/block parcels with 98% accuracy, metes and bounds parcels with 90+% accuracy.
Discussion & Analysis: In accordance with North Carolina General Statute 143-129(e)(6)(ii), the Board of County Commissioners is authorized to allow an exception to the State competitive bidding requirements for "Purchases of apparatus, supplies, materials, or equipment when: (ii) a needed product is available from only one source of supply." We are requesting approval to enter in to a contract in accordance with the referenced section.
The Tax Administrator's office is requesting an exception to the State competitive bidding requirements process in order to contract with Just Appraised, a software company that transforms the traditional deeds process from data entry to data review, allowing County staff to process deeds with a potential five times greater efficiency and greater accuracy, saving valuable staff time. In addition to the transfer workflow enhancement, Just Appraised has a secure tax relief application module that provided built-in data input enforcement ensuring that taxpayers are submitting valid information for each field leading to higher quality applications being submitted for staff review.
