Vote on a request to approve the amended American Rescue Plan Funds Grant Project Ordinance.
Abstract
Introduction & Background: Section 13.2 of Chapter 159 of the General Statutes of North Carolina states that a project ordinance shall be adopted by the governing board for all capital projects. Now, with identified projects for the American Rescue Plan Funds, this updated grant project ordinance will provide the budgetary authority to spend a portion of these funds.
Discussion & Analysis: Attached is an amended grant project ordinance for the American Rescue Plan Funds project. The ordinance reflects current estimates presented in the FY2022-2028 Approved Capital Improvements Program and allocates $10,000,000 for the “Revenue Replacement’” expenditure category provided by Treasury’s Final Rule to the American Rescue Plan Act’s Coronavirus State & Local Fiscal Recovery Fund to reimburse the County for general government services.
