Vote to approve competitive bid exemption for sole source and standardization on behalf of Chatham County for future county fiber construction projects and authorize the standard vendor as Performance Cabling Technologies, Inc. (PCT).

Abstract
Action Requested: Vote on a request to approve competitive bid exemption for sole source and standardization on behalf of Chatham County for future county fiber construction projects; for the purposes of expanding and maintaining county fiber assets related to providing network connectivity to all Chatham County facilities and authorize the standard vendor as Performance Cabling Technologies, Inc. (PCT).

Introduction & Background: The North Carolina General Statute 143-129(e)(6) authorizes Local Governments to purchase without bidding when standardization is the over-riding consideration. PCT's knowledge of our fiber assets, and consistently better pricing on county fiber projects are the main reasons for requesting this sole source and standardization agreement.

Discussion & Analysis: Chatham County MIS sought quotes in August 2022 from three different fiber vendors to connect the new county EOC building to existing county fiber infrastructure per the direction of our county Finance & Facilities staff due to the overall cost of the project. The low bid was received from Performance Cabling Technologies, Inc. (PCT) which has been consistent with previous county fiber projects. While the low bid was received from PCT, we have since been given direction that the overall cost of the project was above a threshold which would have allowed Chatham County to use the informal bidding process. PCT is knowledgeable of Chatham County infrastructure through the use of the NC811.org database and consistently outbids competitors.

Budgetary Impact: The funds for this specific project are already budgeted as part of the larger EOC CIP project. Total: $115,138.12
