Abstract
Introduction & Background: The County applied for a grant in May 2022 to install an electric vehicle charging station at the Goldston Library. The grant program is administered by the State as part of the Volkswagen Emissions Settlement. In July 2022, Chatham County was notified that our project was selected to receive grant funding. The station will be installed in the parking lot of the Goldston Library. As part of the grant process, Chatham County is required to sign a site host agreement with the owner of the property allowing us to build and operate the charging station.

Discussion & Analysis: The Town of Goldston is the property owner and the County currently leases that property for operation of the library. This agreement would also allow the County to operate a level 2 charging station at the library for a period of at least five years. The conditions of the grant require the County to maintain and operate the station for five years. The charging station will be the only one in the southwest quarter of the County and is conveniently located near Highway 421 in the heart of Goldston, within walking distance of two restaurants and the library itself.

Funding from the Volkswagen Settlement trustees was withheld until recently, but the final agreement with the State has been signed and the project is ready to move forward.

How does this relate to the Comprehensive Plan: This project aligns with Strategy 5.4 of the Resiliency element of Plan Chatham, which says to "Encourage electric vehicles by studying ways to leverage public assets and private development to create a county-wide network of electric vehicle charging stations..."

Budgetary Impact: There is no cost associated with this Site Host Agreement.
