Abstract

Action Requested: Vote on a request to approve competitive bid exemption and sole source for Jackson Creek Manufacturing, Inc. in the amount of $85, 427.50 for a custom Companion Animal Shelter Trailer.

Introduction & Background: Emergency Management maintains equipment and supplies in cooperation with partner agencies to provide emergency sheltering for humans and companion animals during disasters. North Carolina's model for companion animal sheltering equipment during disaster involves the use of Companion Animal Shelter Trailers (CAST) and Companion Animal Mobile Equipment Trailer (CAMET) trailers with common equipment and supplies to allow for statewide interoperability of the equipment as well as training. Emergency Management and Sheriff's Office Animal Resources Center staff have researched animal adoption/rescue trailer systems that (1) are portable and easy to deploy, (2) are flexible to be used for a variety of operations (disaster sheltering, animal hoarding responses, animal adoption events), and (3) are compatible with trailers/equipment already in use throughout the State. North Carolina General Statute 143-129(e)(6) authorizes local governments to purchase without bidding when standardization is the overriding consideration and price competition for a product is not available. The shelter system is manufactured and sold by Jackson Creek Manufacturing.

Discussion & Analysis: The Jackson Creek Manufacturing Adoption/Rescue trailer units are used by North Carolina Department of Agriculture and local agencies across North Carolina, including Forsyth, Granville, Nash, Northampton, Halifax, Wilson, Franklin, and Warren Counties.
