Title
Resolution and Letter of Support for Chatham-Randolph Mega-Site

Abstract
Action Requested:  Approve the Resolution and sign the Letter of Support

Introduction & Background:  The owners of an approximately 1,625 acre site on the Chatham and Randolph County line are seeking designation from the NC Dept of Commerce as a Certified Site.

North Carolina's Certified Sites Program was established to provide a statewide inventory of industrial sites that have undergone a rigorous pre- qualification process to ensure they meet a consistent set of standards.  As of December 2012, 31 sites have been designated as NC Certified Sites; this will be the first such site in Chatham County.

Each site certified by the Department of Commerce must obtain approval of the Intent to Certify from the Certified Sites Program Steering committee, participate in a site visit by members of the Certified Sites Program Technical Review Team, meet or exceed all the program criteria, provide complete and accurate documentation of each program element, and receive final certification approval by the Steering Committee.

The owners of the property intend to submit documentation for the Intent to Certify on or before April 3, 2013.

Discussion & Analysis:  The size of the property, the fact that it has only two owners, and the owners' willingness to invest in making it a marketable industrial site make the property extremely attractive.  Siler City, with its excess water and sewer capacity, will provide water and wastewater services. The Intent to Certify form requires a letter from county government expressing support for the project as well as one from the local municipality.

Budgetary Impact:  None

Recommendation:  Approve the Resolution and sign the Letter of Support
